Gazzetta dello Sport claims the player remains undecided on whether to accept a switch to San Siro, but it is hoped he can be convinced.
It is thought Higuain is reluctant to move on loan, particularly when the deal only gives Milan the option-to-buy rather than the obligation.
However, the Italian daily states there is no doubt the transfer would be made permanent next summer – especially when considering the size of the loan fee.
The Diavolo do not want to risk any more action from UEFA regarding Financial Fair Play, having recently narrowly escaped a two-year European ban for falling foul of regulations.
A loan deal with the option to buy is seen as the most viable way of doing this.
Higuain has won two Scudetti and two Coppa Italia trophies during his time at Juve but was put up for sale following the arrivial of Cristiano Ronaldo.
He returned to pre-season training yesterday along with Ronaldo, Juan Cuadrado and Douglas Costa.
And with his agent, also his brother, having held talks with senior Bianconeri figures, his future now seems all but resolved.
