Respected Sky Sport Italia journalist Gianluca Di Marzio has revealed on his official website that the Premier League team are ready to table a bid for the Italy international.
Cerci has been heavily linked with a switch away from Il Toro this summer, with Roma and Milan just two of the sides said to be interested in his services.
However, Di Marzio has insisted that Roberto Martinez is also a fan of the wide man, and will bid €13m for him this week.
It is suggested though, that Giampiero Ventura’s men will swiftly reject the bid, as they deem €13m way too low.
Cerci is also not keen on leaving for the Goodison Park outfit, as he only wants to leave Torino for a Champions League club.
