Having decided to take Thiago Alcantara and Renato Sanches off the market, the Bundesliga club now view 31-year-old as dispensable.
As such, Inter have now been given the green light to submit a formal bid for the player.
Vidal, who has previously played in Serie A for Juventus, has also been linked with English Premier League sides Manchester United and Chelsea.
