Atalanta were promoted to Serie A this summer and are trying to reinforce their squad.
This evening the President of Argentine club Velez, Julio Baldomar, confirmed Moralez is already travelling to Italy to complete the transfer.
Atalanta have agreed to pay the €8m buy-out clause in his contract.
