The Turkish forward has also been heavily linked with Bayern Munich, Manchester United, Barcelona, Arsenal and Manchester City.
After rumours he could be put on the market in January, The Mirror newspaper suggested Spurs are ready to swoop.
Roma paid only €13.4m to sign Under from Istanbul Basaksehir and is still only 21 years old.
He has scored 11 goals in 42 competitive games for Roma.
