Palacio is named in the side by Andrea Stramaccioni after a month on the treatment table, but Dejan Stankovic, Wesley Sneijer, MacDonald Mariga and Chivu are out.
Chivu underwent surgery this week to correct a problem with his toe and is expected to be sidelined for several weeks.
