He passed a medical today and the deal was completed after Zaccardo was given the all-clear by Parma doctors.
It is reported the transfer is worth €4m plus a further €1m in performance-related bonuses.
The fast-paced wide forward will fit into Milan's 4-3-3 system and provide more attacking momentum on the right.
The 26-year-old effectively returns to San Siro, as he started out in the Inter youth academy.
