The club would be offering €50m cash plus ownership of youth academy product Cutrone.
So far this season, Belotti has contributed 12 competitive goals and five assists in 30 appearances.
On the other hand, 20-year-old Cutrone has scored 15 goals in 41 official matches, including six in 13 Europa League ties.
