It’s reported his agent is already holding negotiations with the Rossoneri for a transfer to Serie A.
Tottenham and Liverpool are also interested in the 19-year-old, who has not yet played for the Newcastle first team.
He left Metz in July 2013 to join the Magpies, but has been stuck in their reserve side.
Kemen is captain of the France Under-19 side.
