The 23-year-old French international was considered one of the best players in Ligue 1 last season and is said to be eager for this move to San Siro.
His contract expires in June 2013, so Montpellier could be prompted to accept the €6m offer rather than his €9m price-tag.
Yanga-Mbiwa is seen as the ideal replacement for Thiago Silva, who was sold to PSG.
