The Greek international has agreed a deal to join Roberto Mancini’s side, in a deal thought to be worth around €35m.
Leandro Paredes also has an offer to move to Russia, but the Argentinian is hesitating over the switch.
Manolas’ medical was expected to begin at 8.30 local time, but his arrival has been slightly delayed.
