The Giallorossi do not want to waste any time and are looking to get a deal over the line over the coming days and are, according to Sky Sport Italia transfer expert Gianluca di Marzio, putting in an offer of €10m for the centre-half – only half of the Red Devils' asking price at a reported €20m.
Smalling came to the Italian capital on a season long loan deal this summer, and sporting director Gianluca Petrachi says he is welcome to tie down a deal at the Stadio Olimpico in Rome.
"If Smalling wants to remain here, we will discuss this with United," he said. "The relationship between the two clubs is great and if there are any possibilities, we are going to consider it."
The defender has played six matches so far for Roma and four of them have ended in a clean sheet.
Smalling also scored his first Serie A goal last night in a 4-0 victory over Udinese.
