The San Paolo club will not entertain offers below their €60m valuation of the Italy international.
City most recently offered €47m plus €6m in bonuses for the 26-year-old, but they are reluctant to go any higher.

Jorginho is said to be keen on a move to Etihad Stadium, but a deal looks unlikely to be agreed unless one of the two clubs changes its stance.
As such, the Daily Mirror reports the Manchester club are now seriously considering a bid for Ivory Coast international Seri.
The 26-year-old would be available for £36m, a fee considerably lower than Napoli’s asking price.
And despite interest from Arsenal and West Ham United, Seri is thought to prefer a move to the Etihad should Pep Guardiola’s side submit a formal bid.
Seri was heavily linked with a transfer to Roma last summer, but a move did not materialise.
