Milan had been prepared to pay €35m for the 22-year-old, but Inter seem to have reached €40m plus performance-related bonuses.
Kondogbia would also reportedly become the highest-paid player at San Siro with a five-year contract worth €4.5m per season plus bonuses.
The player is expected in Italy tonight or on Sunday and will undergo a medical on Monday.
