It's understood that the Stadio Olimpico outfit have agreed a €5.8m fee with his Greek club Panathinaikos.
The 29-year-old will sign a four-year contract, with an option for a further 12 months, worth €2m a campaign.
Cisse's arrival will almost certainly push Sergio Floccari out of the door with Parma a possible destination for the striker.
Cisse, a French international, has played for Auxerre, Liverpool, Marseille and Sunderland during his career.
He joined Panathinaikos in the summer of 2009 and responded with 55 goals in 88 games for the outfit.
