Many believe that he is only going to be turned over to some other club to make a profit, especially as the club from the capital struggle to hold on to star players such as Miralem Pjanic and Radja Nainggolan.
Chelsea had already been linked with Rudiger, and according to Il Tempo, they now have an offer on the table of €30m.
