Calciomercato.it claim the Gunners made the huge proposal amid news Everton are in advanced negotiations with Napoli for Kalidou Koulibaly.
However, Juve are adamant Rugani is the future of their defence and the Italy squad.
Previous proposals for Rugani have been turned down and Arsenal seem to be heading for a similar fate.
