According to le10sport.com in France, Arsenal and Everton have already begun negotiations for Rabiot.

Carlo Ancelotti already worked with him at PSG, while the Gunners hope Rabiot can form a partnership with Matteo Guendouzi.

Manchester United have also been linked with Rabiot, most likely as part of an exchange deal involving Paul Pogba.
