In Italy, the match referee is assisted by two VAR assistants, who can indicate that he should review an incident on a screen at the side of the pitch but who do not make decisions themselves.
That is the format that was used at the World Cup, but in the English FA Cup an official simply tells the referee whether or not to give a goal, without the official watching it himself.
“If I’m on the motorway and I know there are speed cameras, then the way I drive will be conditioned by that,” Agnelli, who is also head of the European Club Association, said at the Festival of Sport in Trento.
“However, we need to align the rules between European countries. We can’t go back, but at a certain point the IFAB [International Football Association Board] will have to make a decision.”
