Frosinone’s promotion sparked a pitch invasion, while there were also objects thrown from the stands and balls thrown onto the pitch to waste time.
The Lega Serie B found that some of the objects thrown “struck an assistant referee”, while fans caused “moments of tension” by making their way to the referees’ room at the end of the game.
Palermo had asked for a 0-3 win, or for the result to be annulled, but the governing body has instead imposed a €25,000 fine and a two-game stadium ban.
Paweł Dawidowicz, on loan to the Sicilian club from Benfica, has been banned for two matches for insulting the match officials from the bench, for which he was sent off.
His teammates Mato Jajalo and Haitam Aleesami are banned for one match, as is Frosinone’s Federico Dionisi.
