According to The Guardian, Napoli’s latest proposal worth €10m (£8.25m) has been turned down, because Spurs are hanging on to their €14m (£11.5m) price-tag.
Agent Mino Raiola was in London from Monday to negotiate after the Serie A side had an original loan offer rejected, but this too does not appear to have helped.
Napoli are very active on the market, securing deals for Jorginho, Anthony Reveillere, Palmeiras defender Henrique and are reportedly close to taking Faouzi Ghoulam from Saint-Etienne.
Capoue has only been at Tottenham since August after arriving from Toulouse, but has suffered from injury problems and dropped down the pecking order.
