Corriere dello Sport reports Romagnoli has already made it clear he would make the move to San Siro, where he would sign a five-year contract worth €1.5m per season.
However, the Giallorossi are unwilling to sell one of their most exciting prospects, and are demanding €30m to let him leave.
The Lupi have a strong bargaining position, as the player is contracted until 2018, having signed a new deal last summer.
