Rodriguez has been one of the stars of the tournament so far, setting up the winner as his nation beat Ecuador 2-1 on Sunday.
The Wolfsburg full-back however, has been valued at €20m by the Bundesliga side – a fee likely to be too much for Rudi Garcia’s men.
Balanta meanwhile, is at the more inexpensive end of the market, and could leave River Plate for as little as €8m.
Juventus are also thought to be interested in signing the 21-year-old.
