The Argentine was meant to arrive with Antonio Cassano as part of the deal for Ishak Belfodil, but has repeatedly refused to complete the loan move.
“We have decided not to negotiate with Silvestre anymore,” said general manager Pietro Leonardi.
“Parma waited a long time for him to make a move. We only want players who are enthusiastic about wearing this jersey.”
