The Nigeria international has spent the first half of the campaign at Serie B side Padova, but the 21-year-old will play for Paulo Sergio's men for the next five months.
Obiora has played just three games for the Crociati since his arrival from Inter in 2011.
Cluj will play the Nerazzurri in the last 32 of the Europa League.
