According to La Gazzetta dello Sport, only 400 tickets have been sold by the Italian Federation out of 1,500 awarded.
Around 500 will be distributed between sponsors, agents and guests, with the remaining 600 available until Sunday.
Other reports suggest around 3,000 Italy supporters will be in the stadium in Kiev, although many of them will be living in other areas of Europe.
It is certain the Italian contingent will be dwarfed by the travelling English fans, who are thought to be around 10,000 strong.
Reports in the Italian media suggest fans were asked to pay €860 for same-day return flights to Kiev, transport to the stadium and a second-tier ticket for the match.
It required 150 people to sign up, but not enough did so and therefore the travel package and jet were cancelled.
