The Italy Under-21 international grew up in the Nerazzurri youth academy, but spent last season on loan in La Liga.
He scored three goals in 18 games and expressed his frustration at the lack of belief in him at Inter.
Longo had been close to Bologna, but now Cagliari appear to be in the lead for his signature.
It remains to be seen whether Cagliari would take Longo on loan, in a co-ownership deal or as a permanent signing.
