The 27-year-old has been at the club for almost three years and received one cap at senior level for Brazil in 2012.
“I had the chance to play for Galatasaray, but Fluminense asked me to stay,” revealed Carlinhos to local media.
“The possibility to go to Inter emerged and they are a great European club. There are talks on-going, but I am enthusiastic about this idea.
“I think I am the right age to make my mark in Europe, but of course it all depends on Fluminense.”
His previous clubs include Santos, Mirassol and Cruzeiro.
