According to Tuttomercatoweb, the agreement has been reached with both the Slovenian club and his agent over personal terms.
The cost of the operation will be €2m and he is expected in Italy for a medical on Friday.
Frenchman Billong turns 24 next week and only joined Maribor in the summer from Rudar Velenje.
