The 21-year-old Venezuela international was signed from Zulia FC for €0.8m and will be registered when the transfer window opens on January 4.
“I am tired, but very happy to be here,” Arteaga told Sky Sport Italia after flying in from Caracas to Sicily.
“I’m here to work hard, do things right and score lots of goals.”
