Corriere della Sera writes that the Rossoneri were set for a new meeting with the Blucerchiati tomorrow to try and reach an agreement for the midfielder.
Milan had reportedly bid €10m to be paid over two years, with Samp President Massimo Ferrero believed to demand €13m cash, €2m of bonuses plus Antonio Nocerino in response.
The report says that while Vice-President Adriano Galliani was set to return to the negotiating table, Berlusconi has ordered that the talks be halted.
The President is believed to be furious with Coach Sinisa Mihajlovic after a disappointing 2-0 defeat in their opening Serie A match.
Berlusconi is said to be unhappy at such a poor performance despite spending €83m in the transfer market and is reluctant to move forward for Soriano.
