The Colombia international had been due to join for around €12m, but Sky Sport Italia report there is an issue.
Muriel had his medical in Genoa and this highlighted a fitness problem that will require around three weeks to recover.
According to the rumours, Sampdoria consider this enough to warrant a discount on the transfer fee.

They might even request it be turned into a loan with option to buy at the end of the season in case this proves to be a worse injury than previously thought.
“I am so happy to be here,” Muriel had told reporters before the medical.
“I already spoke to Mihajlovic, who had been asking after me for a long time. I chose Samp because this is what I needed, a team fighting for important objectives and that can help me to do well.”
