Belgian newspapers claim Axel Witsel has given the all-clear to join Roma, but Zenit are asking for €20m.
The midfielder has been repeatedly linked with Serie A sides, including Milan and Juventus, in recent months.
According to the front page of Le Meuse, Witsel has told Roma he is more than happy to join them next season.
It would enable him to reunite with Belgium international teammate Radja Nainggolan and ex-Zenit Coach Luciano Spalletti.
