The club had lodged an emergency appeal after yesterday’s legal action failed, but this too has been rejected by the CONI High Court.
It means Roma will have to play with the Curva Sud and Curva Nord closed for their home games against Sampdoria and Inter.
They host Samp on Sunday evening at 19.45 GMT.
