The Argentine had been hoping for a move to Juve, but on-going problems in negotiations and the sudden departure of Coach Antonio Conte threw a spanner in the works.
Directors met with Verona on Tuesday, but failed to reach an agreement.
Sky Sport Italia and Sportitalia now claim Roma pounced on the post-Conte chaos to make their play for Iturbe.
They raised their bid from €28m to just under €30m and are on the verge of completing the transfer.
Other interested clubs were Milan, Atletico Madrid and Benfica.
