Schiappacasse just turned 20, already has 18 goals in 37 caps for Uruguay at Under-20 level and moved from River Plate to Atletico Madrid in 2016.
He had been on loan at Majadahonda, but is now heading to Serie A and the Stadio Tardini.
Many know the versatile winger for his high score on Football Manager video games.
Parma also won the race to sign Pescara’s 22-year-old midfielder, beating Genoa and Torino to the Guinea international.
He had been in the Roma youth academy and this season in Serie B has one goal and two assists in 17 games.
