Talks had broken down due to financial considerations, but the two clubs found another way out of the situation.
Earlier today Rosi officially terminated his contract with Roma by mutual consent, so became a free agent and hours later put pen to paper for Parma.
He has signed a five-year contract with the Ducali and will be presented to the Press on Wednesday. Rosi can play as a right-back or on the right side of midfield.
