Manchester City’s proposal now appears to be €13m cash (£11.2m), whereas the Giallorossi have set a €15m (£12.9m) price-tag on the Italy international.
It is believed the deal can be struck if City add a further €2m in performance-related bonuses.
Osvaldo is on the market after publicly insulting then-Coach Aurelio Andreazzoli following the Coppa Italia Final in May.
The 27-year-old has a history of fiery behaviour, including an incident when he punched teammate Erik Lamela, and scored 16 goals in 29 Serie A games last season.
