The 27-year-old Togo international is currently on loan at Real Madrid, but the Spanish giants aren't expected to make his move a permanent one.
City have set a €15m asking price for Adebayor and Lazio feel that they can come to some sort of arrangement at the end of the season.

The Premier League side are still paying installments for Aleksandr Kolarov, who they signed from Lazio last year at a cost of €17.5m.
Lazio hope to use the outstanding monies as leverage in any deal for Adebayor.
It remains to seen whether Lazio could afford the player's wages.
Adebayor is said to earn around €4m a season.
