Former Fiorentina striker Jovetic was sold to Manchester City over the summer for approximately €30m after a bidding war involving Milan, Juventus and Roma.
According to Sky Sport Italia, Jovetic is the top name to be brought in at Inter during the January transfer window.
New club patron and Indonesian business magnate Thohir revealed Coach Walter Mazzarri had asked him for a striker and could well move to reinforce the squad mid-season.
Sky Sport Italia claims the Montenegro talent is so frustrated at the lack of playing time at Eastlands that he is prepared to move on loan.
The 23-year-old has so far played a grand total of five competitive games for City since joining in July 2013.
Another alternative is Southampton’s Osvaldo, an Italy international who left Roma for Southampton in August.
So far this season he has put together two goals in 11 Premier League games.
There are other options for Thohir and Mazzarri, such as Paris Saint-Germain men Ezequiel Lavezzi and Lucas.
