The former Roma striker had already spent last season at Sunderland, but with Mario Balotelli’s arrival has left him no room at Anfield.
Milan had been in negotiations for the 23-year-old this week before agreeing terms with Chelsea for Fernando Torres.
A return to Serie A could still be on the cards for Borini, as the Corriere dello Sport claims Inter have now approached Liverpool with an offer.
The Nerazzurri are prepared to pay a nominal fee to take him on loan with an option to buy for €15m.
However, they would only be able to finance that move if Fredy Guarin accepts a transfer.
The Colombian international turned down an offer from Zenit because he is determined to join Juventus, the team he nearly went to in January.
