While Arteaga played in Serie A before, his experience was at now-bankrupt club Parma, and it did not go very well.
“My first time in Italy wasn't positive,” he said in the Press conference. “I'm sure I can give more than I did in the past.
“I'd like to thank President [Maurizio] Zamparini for giving me the opportunity to be here. I'm calm and happy, I just have to be patient.
“I just want to do well here and give a lot to these colours. At the end of the championship in Venezuela they told me about this opportunity and I immediately said yes.
“Palermo is a wonderful city and this is a big chance for me. When they told me about the transfer I went and watched two games, against Frosinone and Sampdoria.
“I already know how the team plays. My experience with Parma didn't go well, but now I feel readier and I'm sure I can do well with Palermo.”
The 21-year-old then discussed his teammate Gilardino.
“Gilardino is a champion and I want to learn from him. He'll be a model for me. What matters most is working hard.”
