According to Sport Mediaset pundit Alfredo Pedullà, the Algeria international is looking for more playing time.
He managed only three Serie A appearances for Parma this season – scoring one goal – and one Coppa Italia match.
The 29-year-old is wanted by Chievo, who have offered winger Marcelo Estigarribia in exchange.
However, it’s believed Parma prefer the Fulham proposal of cash only without a player as part of the deal.
Mesbah has been at Parma since January 2013, having previously played at Milan, Lecce, Avellino, Basel and Lorient.
