Simeone looked all set for Samp last night after they agreed a €15m deal for the Argentine.
However, Gianluca Di Marzio, Gazzetta dello Sport and Alfredo Pedulla all report Cagliari have come in with better offer.
Di Marzio and La Gazzetta state the Sardinians have bid €16m, €1m more than the Blucerchiati, while Pedulla claims the proposal is worth €17m – €3m higher than what their Serie A rivals tabled.
