Still only 20, Obiang was already a key player for the Blucerchiati in Serie B last season and has only improved in the top flight.
He is also of interest to Italian clubs, such as Inter, Juventus, Milan and Roma, but the Premier League giants have been won over.
It is reported that Manchester City and Chelsea are now leading the hunt with offers of £15m for the Spain-born youngster.
Spurs are also thought to be looking at Obiang, though a January departure is unlikely.
