There had been fears the game would have to be postponed, as floods left the city in an emergency status with one man killed by an overflowing river near the stadium.
“There have been events that transformed normality,” said Gasperini in his Press conference.
“What happened is very serious and involved so many families. We experienced it here. Slowly the city will get back to living normally and we will do everything to ensure that happens.
“We want to bring the people football, sport, entertainment. It’s not the ideal atmosphere, but we have to get things back on track.
“It’ll be a great game against Empoli, because they are a technically-gifted side who play beautiful football. Despite a difficult fixture list so far, they picked up six fully deserved points.”
Juraj Kucka will be rested after returning from international duty with a knee problem.
