The Nerazzurri boss compared the situation to English football and believes more action needs to be taken at once.
“Even in England these situations occur sometimes, but not as frequently,” he said in a pre-match Press conference ahead of Inter’s trip to Udinese on Tuesday.
“In England however, within 24 hours the police arrest the culprits. Unfortunately for us, we talk about it for years. Serious measures need to be taken.”
Mancini was spotted in the stands for Parma’s 1-0 win over Palermo on Sunday, sparking rumours about possible transfer targets.
“There were so many good players on the pitch” he said.
“There’s Jose Mauri and Franco Vazquez, as well as Paulo Dybala. There are many young players who could become great and perhaps you don’t know as well.
“Mauri is young and has quality, he’ll definitely end up playing for a big team”
The former Manchester City boss also responded to criticism of January signings Xherdan Shaqiri and Lucas Podolski.
“In Italy we have a habit of not being able to wait. Not everything can be done quickly, especially when moving from one country to another, from one club to another.
“The same applies to Podolski who I consider a great player and a great professional. That situation is a little different though, because he is on loan and wants to return to Arsenal.”
