Mancini had already tried to push for the 28-year-old Italian international midfielder last summer and in January, but the player is now tied to a contract until June 2017.
It is reported the City manager has asked football director Brian Marwood to set aside £24m for a De Rossi bid.
“De Rossi is a champion and would be the perfect man to improve City,” Mancini stated six months ago.
