Giroud currently earns around €8m a season at Stamford Bridge, something the Inter hierarchy won't consider offering him.
The other issue is the duration of any agreement, as Inter would like to offer Giroud an 18-month contract, whereas the striker wants a deal to run to 2022.
Giroud, 33, has only played for Chelsea six times in all competitions this season, scoring once.
