The Granata will take part in the preliminary rounds because Parma were excluded due to financial irregularities.
“It is a change for us to start pre-season training so early, but all new things must be viewed positively,” Cairo told Rai Radio 1.
“Now we need to get ourselves ready to play on July 31. The team is 95 per cent complete, as we sped up the transfer campaign because of this early start.”
Toro have already snapped up Antonio Nocerino from Milan, while Omar El Kaddouri returned for another loan spell from Napoli.
Another player linked is Juventus striker Quagliarella, but Cairo hit the brakes.
“He is a very good player, but we have other options too. Perhaps we are missing the icing on the cake, but we have three or four interesting alternatives.
“Our Coach Giampiero Ventura knows how to develop our players. After three years we reached the Europa League and he is giving his best in this environment too. He’s never been at a club for such a long time, but we are important to each other.”
